仙台の文化は独特なものを持ち、また日々進化し続けている。それは柿崎氏のような地域のクリエイティブな活動や産業に焦点を当て、可能性を広げようとする人達が多いからだ。Sendai has the original, distictve culture, which keep evolving day by day. That’s because there are many who focus on the local creatives and industry, and try to expand possibilities, like Mr. Kakizaki.また仙台市自体もアートやクリエイティブ、また地元産業へのサポートに力を入れており、とても環境が整っている。柿崎氏が立ち上げたプロジェクト「クリエイティブ関連都市型フェスティバル調査研究会」（通称：フェスラボ (FesLab) ）が開催を進めている「occur」も、きっと仙台を代表するクリエイティブなフェスティバルになるに違いないだろう。
自己紹介と今までの活動経歴を教えてください。
現在は、大学と企業と行政を連携させながら、文部科学省から委託されたサービス産業の生産性向上についての教育プログラムをマネジメントしています。
民間企業に在籍していた頃から、ICT（Information & Communication Technology＝情報通信技術）の発達で、社会の空間的メタファーが「上と下」から「中心と周縁」に変わってきたことに注目してきました。後者の場合は、関係が並列的なのが特徴です。つまり周縁が中心となり、そこにまた新しい周縁が発生するというような広がりとつながりが可能になったということです。この関係性の変化を理解することが地方のクリエイティブな活動の将来につながると考えています。
最近の活動内容について教えてください。
昨年、仙台クリエイティブ・クラスター・コンソーシアムの助成を受けて、國永真一郎氏（DS Design）、田中館一久氏（193tree）とともに「フェスラボ (FesLab)」を立ち上げました。目的は、2010年から仙台市で定期的にエレクトロ・ミュージック（サウンド）とビジュアル・デザインに関するフェスティバル「occur」を開催することです。開催期間以外にも通年で、クリエイターや児童、学生の人材育成と新技術の見本市的プロジェクトが進行するスタイルをとり、実際に地域のクリエイティブな活動や産業に結果として貢献できればと考えています。
2009年3月17日（火）から3月29日（日）まで、そのプレイベント第一弾としてoccur2009「交差 The moment a vector crosses.」を開催します。建築、メディア・アート、エレクトロ・ミュージック、認知科学が交差する実験的なインスタレーションになっています。このように異なる分野のメンバーが一つのプロジェクトに取り組む機会を作ることで、予想外の創造性が生まれたり、知識や技術の共有、進化を期待するものです。そしてそれが地域で蓄積、共有されるプラットフォームとなる可能性も探ります。参加メンバーはミラノサローネ受賞建築家らによるユニット「ちっく」、世界的に注目を集めるデザイン・ユニット「ワウラブ (wowlab)」、オランダをはじめヨーロッパで高い評価を得ている「アンテネイジア (antennasia)」、宮城大学准教授で認知科学研究者の茅原拓郎氏。2009年3月22日（日）には国際交流基金の協力を得て、クリエイティブ・パワーとローカリティの関係についての国際シンポジウムも開催予定です。
仙台について教えてください。ご自身や仕事をする上でその街で暮らすことについてどう思いますか？また、仙台のアートシーンについてどう思いますか？
偶然に訪れた街だったとしても、仕事や人間関係で何か深い関わりを持ってしまったなら、その街で暮らす十分な必然性があると思っています。住めば都というのとはまた別の、業とでも言うべきものでしょうか。恐らく、これは世界中のどこの街でも同じようなもので、私のような地方のクリエイティビティについて考えている者にとっては、その街の歴史や特性といった回路を一端切り離して、今起こりつつある、または忘れ去られた物事を探し出し、掘り起こしてみることが必要だと思っています。これは、自分の足と目で人づてに探す地道な作業ですが、その作業が一つ終るごとに新しい街の特性が一つ見えてくるのかもしれません。
仙台のアートシーンについてですが、私自身アートに関する仕事をしているわけではないのであまり言う事もないのですが、アートという言葉をクリエイティブな活動、創造的な活動と限定した場合、ここ数年で20代後半から30代後半くらいで面白い人、地に足がついた人が増えてきたなという感じはします。そういう人やグループをどのようにつなげて化学反応を起こす事ができるのかということが依然テーマだとは思います。そしてそうした活動の核として大学などの教育機関がもっと積極的に地域に関わる必要があるはずです。
仙台で好きな場所を教えてください。
雪の夜、寒さに身をかがめながら入った時に、あったかい人情が感じられるバーや焼き鳥屋、喫茶店が好きです。初夏の黄昏時、西公園から立町界隈へ散策するのも良いです。林立するラブホテル、マンション、風情ある料亭、古い木造家屋。路地に打ち水しているのも風情があります。ひなたぼっこや雨を眺めるには、「仙台市博物館」の旧姉歯家茶室「残月亭」の縁側、穴を掘るには広瀬川の河原、それから、考え事をするには野草園、七北田公園と秋保大滝ですね。深夜に歩いて国分町から泉中央駅というのも捨てがたいです。黒松で休憩するのがおすすめです。

1971年生まれ。秋田県出身。東北大学大学院経済学研究科産学官連携研究員。文部科学省「産学連携による実践型人材育成事業」プロジェクト・ディレクター。リクルート、Appleを経て現職。大学の活動以外では、クリエイティブな活動をする人たちのネットワークとアーカイブ構築プロジェクト「logue」メンバー。エレクトロ・ミューッジクとビジュアル・デザインのフェスティバルoccur／FesLab代表。

Could you introduce yourself including your background?
I manage the education program to develop productivity of service consigned by the Ministry of Education, Culture, Sports, Science and Technology (MEXT) , working in close cooperation with universities, companies, and the administration.
Since I was worked in a private company, I’ve been interested in the change of spatial metaphors in society into “center and periphery”, from “top and bottom”, led by the development of ICT (Information & Communication Technology); that is, it became practicable for a periphery to be central and to generate another periphery. To understand the change of these relationships will lead the bright future of local creative activities.
Please tell us yourself and your recent activity.
Last year, I set up FesLab, subsidized by The Sendai Creative Cluster Consortium, to start “occur” the festival of electro music and visual design regularly since 2010. Other than the period of the event, we are going to help the training projects for creators and students and hold trade fairs of new technologies, in order to contribute to activating local creative activities or industries.
As a pre-event of “occur”, we are going to hold Occur 2009 “Crossing – The moment a vector crosses” since 17th to 29th March, where experimental installation works crossing architecture, media art, electro music, and cognitive science will be exhibited. By providing the members in different fields with the opportunity to work with those in another field, it will lead unexpected creations or share and development of knowledge. The members include “TICC” unit of the architects who won Milano Salone, design unit “wowlab“, musician “antennasia“, and Takuro Kayahara, an assistant professor of Miyagi University. We are also going to hold an international symposium about local creative powers on 22th March.
Please tell us about your city, how about living in your city for yourself/activity, and art scene in Sendai.
There is an inevitable reason to live the place once you get close relationship in work or private, even if it is an accidental visit, not to say “Home is where I hang my hat”. It may be necessary for those who work in local creativity like me to cut off the history or characteristic of the town, to search for the contemporary, forgotten things, and to dig these up. This needs steady efforts, but each time you finish one task, you could see another characteristic of the town.
As for the art scene in Sendai, I have not much to say because I don’t work directly in art, but to confine art to creative activities, I think down-to-earth and interesting people are on the increase, particularly in late 20 to late 30. And it still seems to be important to consider how to make the relationships among these groups and react each other. Educational institution such as universities must also take more positive concern to the local as a core.
Please tell us a favourite places in the city you live and work in.
At cold night, it’s nice to visit a bar or yakitori restaurant with my body crouched down with cold, and to feel human empathy. As a noctambulist, walk Tatemachi area with a taste of Hanayanagi world. To bask in the sun or watch rain, the veranda of Zangetsu-Tei in Sendai Museum, and to dig the river beach of Hirose River, to think about something Yasoen or Nanakita Park or Akiu Otaki is best. To walk from Kokubun Cho to Izumi Chuo Station is also good in midnight and recommend to rest in Kuromatsu.
