1995年1月17日に発生した阪神・淡路大震災からの「文化復興」のシンボルとして、HAT神戸Opened in April 2004, Hyogo Prefectural Museum of Art was built at the site of HAT Kobe as the symbolic project of the renovation from the Great Hanshin-Awaji Earthquake of 1995（震災後、21世紀の都市文明を先導する都市空間として整備された神戸東部新都心の愛称）に2002年4月に誕生した「兵庫県立美術館」。
前身である近代美術館時代から約35年にわたり、収集してきた国内外の彫刻、版画とともに、兵庫県にゆかりのある作家を中心にコレクション常設展を開催している他、様々な企画展を開催している。
洋画、日本画のみならず、現代美術の収集にも力を入れている。戦後の関西でもっとも重要な前衛美術運動を展開した「具体美術協会」のリーダー吉原治良はじめ、元永定正、白髪一雄、嶋本昭三、田中敦子といった初期メンバーの作品を数多く所蔵している他、神戸西脇出身の横尾忠則の作品も大量収蔵している。
建物は、海岸沿いの「なぎさ公園」と一体化して設計されたもので、設計は安藤忠雄。館内は通路が巡らされ、建物そのものが鑑賞の対象とするような空間で構成されている。

Since the times from the former Museum of Modern Art, the museum has made a collection of art works over the past 30 years showcasing national and international sculptures and prints as well as permanently exhibiting artworks created by artists who are familiar with Hyogo.
Besides their collection of the western and Japanese paintings, the museum focuses on collecting contemporary art as well, which includes the works by Jiro Yoshihara, Sadamasa Motonaga, Kazuo Shiraga, Shozo Shimamoto and Atsuko Tanaka who were earlier members of the Gutai group, as well as many works by Tadanori Yokoo who were originally from Kobe.
Located by Nagisa park, the museum is designed by Tadao Ando.
